In the absence of having provided a simple detail, the answer is nonetheless detailed: if your phone hasn't migrated to at least Android 10, installation is impossible and you then need to turn, as I've suggested, to Call Filter which is compatible above Android 7.

Unlike an application that may have fallen off a truck from a third-party site, an official Google Play application should not malfunction unless, of course, instead of going through Google Play, we go through the specific Samsung app store.

I didn't finish my thought, it's even sillier, the S8 is an old model that stopped at Android 9 unless customized ROM (then we could reach 10 or 11), hence the "issue".
This is not the case with Call Filter, which is compatible starting from Android 7.
