When I try to run win.11 in the command prompt, it tells me that setup is not a valid command, exactly this:
setup is not recognized as an internal or external command, an executable program, or a batch file.

Setup is not a DOS command, hence the error, but the name of the executable that launches the installation of Windows from its ISO or more broadly its installation source: you need to run this executable in that directory.
Some sources say that Microsoft has patched setup.exe /product server to prevent this workaround and that you now need to execute
setupprep.exe /product server
