How to watch a movie from the ARTE TV app on a television from a computer or a phone?

To watch a movie from the ARTE TV app on a television, there are several options.
If the TV is connected to the internet (Smart TV or via a connected box), you can install the ARTE app directly on it and watch your movies directly.
If your TV is not connected to the internet, you have two options.
