To my knowledge, there is no mobile directory comparable to the Yellow or White Pages. Lists used to our detriment (notably by calling platforms) are subject to abusive resale, including by Internet service providers.

Moreover, every citizen has the right to anonymity (like you on CCM), not to mention the unlisted numbers that apply to landlines.

That being said, provided there are no name similarities, if your "target" has not spread across social networks, there is no system made up of lists (illegal if not voluntary), and that's fortunate given the abuses this would allow, aside from the fraudulent scams of certain firms that would be more than happy to manage your finances.
