It's because you don't have an azerty/French keyboard (where the @ is on the zero) you need to match your keyboard with the language used in Windows in the keyboard settings.
That said, I cannot find any other Windows keyboard layout where the @ symbol is on the same key as the 2 and next to the é as in the Belgian AZERTY.
On a French AZERTY keyboard, the AltGr combination on this key will indeed yield the tilde, and to get the @ symbol, you will need to use the same combination for a French-Belgium Windows system language.
