First of all, you must understand that even uninstalling the plug-and-play (drivers) will change nothing.!
Or even less the solutions suggested by Microsoft to uninstall the drivers of your graphics card.!
It's somewhat ridiculous; the fault of the problem lies with the Windows operating system and not your graphics card or the order of the connections of your HDMI or DVI cables.
Because in your registry, there will be keys that will remain permanently.
You therefore need to clean that up.
Unfortunately, it’s impossible to really tell you where these keys are, as they differ for each card and each driver.
Use a utility that will detect your monitors and registry table and do the work for you.

In the zip file, you will have
CRU.EXE
and
Reset-ALL.exe

Double click on reset-all.exe
This function will delete the registry keys linked to the plug-and-play of your monitors.
(caution solution tested only with Nvidia) to be confirmed for ATI or others.

Then disconnect the unnecessary monitors. (keep only your main screen. (ID1)

Then reboot the PC.
Once Windows has restarted.

Go to the device manager.
(if you don’t know how, type device manager in the search bar under Win7)
Then in the monitor tab, uninstall the main plug-and-play (remove)
Don’t worry, Windows will reinstall automatically and reboot again.

Once Windows has rebooted
Connect the second monitor. (wait a few seconds for detection)
and then the third, and fourth in turn..
And voila.
Magic.
The monitors keep their respective order numbers according to the order of the new connections.
Monitor 1 stays with id1, the second with id2, and the third with id3.
Hoping to have helped you.
PS: If you mess up their reconnection in order, it is too late!, because their order will be re-recorded in the registry.
Start the procedure again to correct it once more.

Everything works well with the first two screens, but as soon as I plug in the third one, it immediately takes over as 'screen 1'
I had the same problem temporarily with an old setup, but it resolved itself.
I looked online, but found nothing conclusive
(Msi GeForce RTX 2080 super Gaming X Trio, middle monitor connected via DP, left monitor via HDMI, right monitor via DP)
