External battery blinks without charging

Hello,

The
external battery keeps blinking while charging and the indicated capacity of the charge stagnates. Should I completely deplete the battery for optimal charging? What should I do?

    Either the charger voltage is low, or the voltage does not reach the battery. In this case, a fuse resistor is cut off, or the transformer needs to be replaced.
