Dual monitor FPS issue

Hello, I have two monitors; the first is a 144Hz monitor, which is my main screen where I play. My second monitor is a 60Hz screen.

Let's say I'm playing a game at 144fps on my main screen and I have Discord open on my right screen, I won't have any issues. But now let's assume that instead of Discord on my right screen, I have a stream displayed; my in-game fps on my main screen drops to 60. And as soon as I hide the stream window, my fps goes back to 144. Also, if both the stream and the game are displayed on my main screen, my fps stays at 144. It's only when I have the STREAMING window VISIBLE on my 60Hz screen that this happens.
I apologize if I'm not very clear; basically, if a window related to STREAMING is VISIBLE on my 60Hz screen, the game I'm playing on my main screen drops to 60fps.
(It seems to happen sometimes with windows not related to streaming, but I can't recall any names).
My GPU: Gigabyte NVIDIA GeForce RTX 2070 Super

Do you have any idea how to solve this problem? I have been pointed towards drivers, but I think that's a red herring.
