Unable to convert the image to BLACK AND WHITE

Hello,

The black and white effect/feature is grayed out. I can't convert my color photo to black and white. I've tried opening various files with different modes such as RGB or CMYK, but nothing changes. I've restarted Photoshop, but that didn't help.
