Windows menu scrolls by itself

Hello,
I'm sorry to post a message on a topic that has already been addressed, but none of the solutions work for me.
All menus (where scrolling is possible) related to the Windows bar on my PC scroll continuously downwards. I tested a video game where I encountered a similar issue: the camera spins continuously as if I were holding down a directional key or the mouse wheel.
The problem remains the same after:
- cleaning with Counterspy and rebooting (which detected a "hijacker" and "malware" that seem to be quite common and not serious)
- disconnecting the mouse (which is wired)
- disconnecting the keyboard (wired) + cleaning potentially affected keys
Does anyone have any clues?

As for the camera that was spinning on its own in my video game, it had nothing to do with my scrolling issue!!! Goddamn it, haha it was a controller that was still connected but was put away in a drawer under the desk, with... the joystick pressed to the right..... -_-'
