Hello,  It's true for the police, but not for you... it's a matter of means... and they can access the ISP's servers, not you... it can't be done from a phone.

As for the IMEI ... don't count too much on it in your country where the police don't even have a computer ... I'm not even sure that ISPs have the IMEI list of their clients ...
