My computer turns on and off in a loop. Solved

I have a friend who has a PC that turns on and off in a loop, then turns back on after 5 seconds, then turns off again in a loop. Can you help me and try to find the source of the problem with me, please?

I believe that it's the power supply issue, though I'm not certain about that! Was the PC working normally before, or did he just change some components in his PC and then it started doing this?

Thank you for getting back to me. It's possible, but I tested it with another power supply that I have, which is a bit less powerful, and there is still the same result.
