Highlight text on an image

Hello,
I’m working on Premiere Pro CC 2014 and I’m looking for a way to highlight text on an image from a news article, document, web page, etc.
I would like to achieve a progressive highlighting effect on the selected part as shown in the example below, or something equivalent.

Do you know if this is possible in Premiere Pro? Are there any plug-ins available?

    Hello,

    I don't know if it's possible on Adobe Premiere Pro, but in any case, it is possible on >Excel, OpenOffice, and LibreOffice.
