Locate phone powered on AND without SIM card

Hello,

I would like to know if it is possible to locate a turned on phone that has no SIM card?

I have seen differing opinions on this issue online, and they are not always very clear. So if someone could enlighten me on the subject...

Hello,
yes, but the location will be less precise because the positioning will not be based on GPS but on the connected Wi-Fi network (If the phone is not connected to a Wi-Fi network, it will not be possible to locate it).

So, from what you're saying, we can connect a phone to WiFi without a SIM card?? That's strange, I've never heard of that before.
