Processor 98% task manager

Hello everyone,
After searching through numerous posts and resetting my computer to factory settings, my problem persists:
My processor (in the task manager) often runs around 98%. It used to be mainly due to the Local System service host, which I managed to "fix" by disabling automatic Windows updates, but now it's the turn of: .net Runtime Optimization Service (which takes about 50% of the processor) and Internet Explorer (about 30% for the processor, and leading in memory usage with 467MB).
Does anyone have a solution to lighten all this?
