Toshiba, no access to BIOS

Hello,
I have a Toshiba C850D-11G satellite and I can't access the BIOS
I pressed F2 - F12 - F8 - Esc - nothing works, I have Windows 10 as the OS

Configuration: Windows / Internet Explorer 11.0

    You need to "restart" and not "turn off".
    The PC is in deep sleep on "turn off", so it doesn't start, and BIOS access is obviously impossible.
    A classic issue with laptops since W8.....
