"fixed line number only"

Good evening, I bought this phone in Andorra (http://www.myphone.pl/wp-content/uploads/2015/11/ENG-User-Manual-Hammer-2.pdf)... probably not the best decision I've ever made in my life!!! Anyway, even if it’s not a gem, it should logically still work for making calls and sending texts... but that’s not the case, and I don’t understand where the problem comes from. When I dial a number, it displays "landline only" and for a text, "landline only activated"... I go to "call center" then "call settings" then "call limitations"... whether it's "outgoing calls", "incoming calls", or "cancel all," the result remains "landline only"... thank you in advance if you have a possible answer...
