Unknown calls at night, what to do?

Hello,
For the past few days, I've been receiving BLOCKED calls EVERY day at any hour, especially in the middle of the night; yesterday I got 58 calls in 1 hour at 2 am!!!
When I answer, no one speaks, but I can hear background noises, breathing, laughter...
I can't afford to block unknown calls because I receive some for professional reasons...
Should I file a complaint? Ask the operator for the number? What should I do? I can't take it anymore!
Configuration: iPhone / Safari 9.0

Unknown calls to be redirected to voicemail, people who have something to say leave a message.
Turn off your phone at night, or set it to airplane mode.
Do you receive work calls at night?
