Data recovery from a water-damaged phone

Hello, I hope I have told you everything here!

Let me tell you the whole story:

I went to the countryside, we went to the beach, and I forgot my phone in my pocket. I swam for 1 hour and 30 minutes with it. That same evening, it turned on, but the touchscreen was glitching. One month later [Today], it doesn't even want to charge anymore, the battery icon appears and disappears in a loop. I try to enter recovery mode, and 1 out of 5 times it decides to turn on, the text [Recovery Booting] appears, and then it starts the charging error again... So all this to ask 2 questions:

- Is it possible to recover ALL my data, including the ROM, without accessing the phone, since it is dead?
- Is it possible to get it working again? At a low cost?

-Windows 10
-Intel Pentium Inside [Very powerful]
-Samsung Galaxy SIII rooted and unlocked [But is dead].

    Hello,

    If it doesn't turn on anymore, I doubt you can recover anything.

      It's not working because my phone shows the charging battery, then a black screen, and it keeps restarting.
