Controller considered as 2nd player

Hello,
I am currently on W8.1
and when I plug in an Xbox 360 wired controller or a PS4 or PS3 controller, it is recognized as the 2nd controller when I launch a game, and therefore I can't control the game.
How can I set it as the 1st player?

Configuration: Windows / Chrome 43.0.2357.124

    Did you enable the controller in the game settings?

      Yes, the problem doesn't come from the games; I think it comes from my mouse because there’s a joystick on it, and it's considered as a "controller." I would like to know how to configure the assignments.
