How is it possible to have (like with Skype) only one Viber account accessible from different devices (different phone numbers)?

Your main account must be activated on a mobile (or tablet that accepts SIM cards), as it is created based on your phone number. After that, you can associate other devices.

I understand, I activated Viber on a new "Philippine" Android phone, entered the number of my "French" iPhone, received a code on the iPhone, entered that code on the Android. The response was "invalid code." And at the same time, a Viber message appeared on my iPhone indicating that my account was deactivated!

There's no need to look between 2 phones with different SIMs (or phone numbers) because it won't work. It works with a phone and a tablet or PC with Viber... Basically, as long as you have a different SIM on each device, it won't work, and that's logical because Viber relies on your phone number (what Viber calls the primary device) for this, meaning your SIM card. Therefore, the second device can only be a tablet or PC.
