Viber without a SIM card.

Hello,

So, my boyfriend and I both have the iPhone 4 and have downloaded Viber. Currently, in Australia, his plan ends on February 1st. We can't seem to talk to each other with Viber and we're not sure if it's useful without a SIM card... Can you help me?? Thanks in advance...
