Hello,
The drivers for my PCI device are not installed (code 28)

PCI\VEN_10EC&DEV_5289&SUBSYS_14471043&REV_01\4&79661e3&0&00E3

Try this driver, RtsXStor_6.3.370.71.zip.

Here is what your information shows.

Hi,

This driver worked well, but I still have a list of obsolete drivers:
-graphics cards
-audio, video and game controllers
-keyboards
-system peripherals
-IDE ATA/ATAPI controllers

Have you tried detecting from the site https://www.driverscloud.com/ and then going to the "My drivers" section to obtain the drivers for this device?

No, I haven't tried,
I just looked in devices and I saw the yellow triangle indicating an issue
I opened it and saw that there were no drivers installed
it says: "The drivers for this device are not installed. (Code 28)"
I'm checking your link right now.

It's a Windows 8.1 (32-bit)

Download the Ma config.com agent and have it detect the missing drivers.
