Power bank charging issue

Hello,
I bought a Powerbank to make it easier to charge my Samsung GT19000 iPhone, but to charge this Powerbank more easily than with a computer, I also purchased a USB wall charger adapter. However, when I plug everything into the wall, a light on the Powerbank comes on and then immediately goes off, while on my PC, the lights keep blinking one after the other until the Powerbank is fully charged. So, I think that when plugged into the wall, the battery is not charging. Can you tell me what’s happening and what I should do to make it charge from the wall? Maybe I didn’t buy the right thing... Can you help me and explain? Thank you.
