Don't worry, this is a technical message from Google Play Store, no charge, to verify your mobile number.
It has nothing to do with SMS+, you won't be charged anything unless you make a purchase on the Google Play Store using your carrier payment.

I have a small question. I bought diamonds on Boom Beach, and during my purchase, I was asked if my password should always be required or every 30 minutes. What is that?
Hello Actually, when you want to make a purchase on the Play Store using billing through SFR, for example (paying either by Visa card, using a Play Store code, or on the operator's bill) and you use this type of billing for the first time, a message indicates that a validation message for your account (Play Store) will be sent via SMS to your operator at the number 6868
For my part, the sending fails every time. I called Google, but they couldn't help me and told me that the account activation is pending from the operator's side. I've called SFR three times, and they couldn't assist me either. I have a limit of €150, everything is activated, but nothing works, and I don't receive any SMS and they don't even understand that a SMS is needed...

Hello, when creating a Gmail address for my professional account, I received an SMS from 21200 with a lot of characters. If you just opened a Gmail account or an email address, it's normal. When in doubt, you will always find the answer with Google. Best of luck. Best regards. Rico.

It's me, the messages that were sent at 2 a.m. and since then I can't call or receive calls or send messages or receive them.
This is to secure your Google account at the time of purchase; if someone takes your phone, they shouldn't have access to the payment, you see
so every 30 minutes at the time of purchase it will ask for your password
simple as that
