Blocked Call + BEEP + "Goodbye" ??

Hello,
This morning, yet another phone call on my landline, the phone shows UNAVAILABLE, I pick up and a female voice says GOOD BYE and the call disconnects. Several calls in the past 8 days.
I don't understand because for all unavailable numbers, I should normally be on the NO-CALL list: I HAVE THE SECRET STOP
And on top of that, I am on the NO SOLICITATION list to not receive ADVERTISING calls, but I still get them
We can't have any peace, all these calls are driving us nuts and there's nothing we can do.
It's like my mobile phone: I'm on the no-call list and I receive unknown calls, but the number shows up, and they don't leave messages (not even to apologize for the wrong number, where's the politeness??)
(I save them in my contacts and on my new mobile phone, I can block incoming calls, since I got a new number, I’ve received at least 20 calls in 2 months) there's nothing we can do either
It’s really frustrating...

Hello,
it's unfortunately a classic. The issue is that you will get charged extra for calling ... and it will be maximally overcharged. You can file a complaint for phone harassment against your provider and against X (you need to provide your call logs).

I have been receiving the same phone calls, "beep" and "goodbye," for at least two years now. Today, I received two more and another call with nobody on the line, and after a few moments, they hung up. It’s unsettling. Today, I decided to call France Télé... They advised me to put my number on the "red list." They told me that we might be dealing with Maghreb companies or call centers. I also stumbled upon internet discussions, if I remember correctly, unless it was on mobile applications, where you could send someone the "goodbye" message. That’s why I find it strange and unsettling if someone is just having fun doing this! Or maybe it's these companies that can't find any available employees to connect us to, and they just play the "goodbye" message... pirate? joker? crazy? Furthermore, I increasingly receive messages about package deliveries where I have to call a 0820 number... or announcements that I've won 5000 euros. We pay a lot for the communication, and there’s nobody on the line. I saw a TV show warning us against these companies with the 0820 numbers. They make a lot of money off us poor people who fall for their tricks!!
