Startup blockage: 100% feature usage

Hello,
I have a new ASUS all-in-one PC for less than a week
At startup, I got "Usage of features 25% then stuck at 100%"
after about an hour I tried to force shutdown, it kept restarting with the same message.
It eventually restarted, but I'm afraid it will happen again
Does anyone know the explanation? Is there any action to take to prevent this from happening again?

You need to stop background applications by going through the task manager.
