How to block someone again after unblocking them

Hello,

Actually, I blocked someone on Facebook to see what they were doing. Then I unblocked them. But now I really want to block them for good. The thing is, I’m being told to wait 48 hours before trying this again and removing this person from the blacklist. What should I do?
I’ve done some research and I’ve seen that many people struggle to do this even after waiting 48 hours?

    You simply go to the profile of the person you want to remove, then where the cover photo is located, you hover your cursor over "Friend", then a panel will drop down, giving you the option "Report/Block... - Remove from friends list".
