Indeed, the F4 shortcut no longer works the same way in Excel 2007 and 2010 as m@rina points out in this discussion:

Note: After testing, it works but not when selecting a cell globally, only when you select a reference (or multiple references). Then, the behavior is as described by Raymond PENTIER (whom I greet). If you select a cell and use F4, it means to repeat the last action. For example, I change the text of a cell to red, then I select another cell and press F4, the text turns red.
Edit: My memory is failing.... It turns out I had already replied to a similar discussion:
