Television is the "broad" system for broadcasting images and sounds (originally) via terrestrial means (now cable, DSL, satellites have been added...)
The television set is the reception terminal installed in homes...
By usage, there has been a mix-up in terms... television defining both the system and the terminal... The term "television set" is actually used less over time... The word "TV" has taken over for (almost) everything related to the subject...
Moreover, the act of watching TV... is to watch the television program broadcast on... the television set!
