Hi, for your problem, make sure you're on the same channel as your friend. To do this, go to:
=> Settings
=> Network Settings
=> Ad hoc Mode
=> choose the same channel as your friend and save.

=> make sure your WLAN switch is in the correct position

What game do you want to play with your friend?
What PSP do you have? (1000, 2000, or 3000?)
