This manipulation only works if the Service Pack was installed by the user. If it was integrated during a Windows installation, you cannot remove it. You must be an administrator of the computer to uninstall Service Pack 1.

And if I uninstall it, how do I reinstall it afterwards? :/
You can't remove it if it was on the PC at purchase (so pre-installed)!

You certainly don't have the DVD of your pre-installed Windows.
Personally, I formatted mine and reinstalled Win 7 with my DVD that doesn’t have SP1.
I didn't install it afterward and I refuse it through Windows updates
that I don't do automatically because Windows throws all sorts of things that cause problems with its system and the software installed on the PC.
Now, you need to know if your SP1 is the exact cause of the problem.
Because there are those who don’t have SP1 and still don’t know how to install
NFW 4.

You could still think about doing a thorough scan of your PC, as Tribun has already suggested.
Once that's done and as soon as you are sure your computer is "clean," make the necessary backups and then perform a "factory reset" if the problem persists: I see no other way to go about it, unless you "hide" the NF4 update and wait for the release of an NF5 or later that would overwrite the previous NFs.

I scanned my PC but it is clean, no problems were detected (with Bitdefender). However, I have a question, could the problem be that the installation program cannot communicate...

Since you have other issues on your PC besides the simple installation of NFW 4.

The problem may come from your Windows which has damaged or missing files.
In this case, a system reinstallation is necessary to restore everything.
If you have the Win 7 DVD, you can reinstall the system without data loss.
Simply insert the DVD into the drive without restarting the PC and follow the instructions.
But not all versions of Win 7 have this function.

I have decided to format my PC given the numerous bugs it contained...
Well, so far so good, I managed to install .NET Framework 4
No worries :)
I still want to thank you (Tribun and CCMClaude) because you put in a lot of effort for me.
This issue is thus resolved even though the solution hasn't truly been resolved (It will probably remain a mystery...)
I have decided to format my PC given the numerous bugs it contained...

Well, the resolution is that your PC had many bugs, as you so rightly say.
As I pointed out in my replies, Windows had to have a problem with corrupted or missing files.
And often the bugs come from Windows, which for one reason or another has suffered damage and does not work as it should.
Reinstalling is the best way to recover the corrupted or missing files.
PS. Incorrect handling, system freezes, or viruses are the main causes of malfunction.
In the end, it works, that's what matters.
