It's a phone directory file. You can read it with the software that comes with your phone, but it depends a lot on the brand. Otherwise, you can open it with WordPad and see its content (even though it's binary) ;)

It's an image of a partition created by Paragon Partition Manager; you just need to have the software.

I don't know if you've already received your answer... but I'll tell you anyway...
You need the software "Paragon Backup & Recovery" at this link http://www.paragon-software.com/home/br-free/. Once installed, go to tools / file transfer wizard
Find your PBF file... and that's it. See you later! -
