Change RAM in Dell BIOS?

Hello,
I have a problem with my Dell Inspiron 6000 laptop.
Since it is quite old now, I wanted to give it a little boost by replacing its two 256MB DDR2 PC2-3200 RAM sticks (@200MHz) with 2 512MB DDR2 PC2-4200 sticks that I just got.
But I notice under CPU-Z that my "Memory Frequency" is only 99.7 MHz (1:1)!
And since it's a Dell, I can't change anything in its BIOS to correct this.
To be honest, it disgusts me that Dell doesn't even allow its RAM to run at the JEDEC standard level.
What’s the point of increasing the amount of RAM if it’s only running at half speed...?
What can I do?
Configuration: Asus P5B-E, Intel Core 2 Duo E6400 2.13GHz, Corsair Twin2X2048-6400C4DHX, Seagate 250GB Barracuda 7200.10 SATA-II 16MB, HIS Radeon X1900GT 256MB.

Oh? Did I write that? Well, we need to see the context, but that's not necessarily true, it depends on many parameters.
In any case, in your case, the processor is probably "the problem"; it operates on a base FSB of 100 MHz. It’s this frequency that is taken into account for the CPU frequency calculation (via a multiplier of 14)
so your RAM being on a 1:1 ratio means the RAM is at 100 MHz.
And if this ratio parameter is not accessible in the BIOS, which is likely the case, there’s nothing you can do.
But anyway, given the weak configuration, it's not certain that you would notice a difference even if the RAM were at 200 MHz........

There is nothing to be done in the case of PC2-3200.
CPUZ often displays the actual frequency value.
In this case, it is indeed 100MHz for this standard.
So that's normal.

I can admit it for CPU-Z... ^^
But I have since tried these new RAM sticks and I still observe a ratio of "Memory Frequency:FSB" of 1:1, which is only 99.7 MHz.
Meanwhile, on another laptop, these same RAM sticks show under CPU-Z a ratio of 1:2, which means a memory frequency of 266.7 MHz for an FSB of 133.4 MHz.
With this clarification, you will agree that the RAM seems to be "throttled" on my Dell, right?

I’m willing to admit what you want, no problem, as long as I don’t have the config in hand, we can be open to anything ;-)
But that might not change your problem: If the RAM is not at its normal value, you need to modify the frequency parameter in the BIOS, which is rarely adjustable on a laptop (and when I say rarely, it’s almost never actually)
Unlike a "normal" motherboard, whose BIOS is complete and allows for some flexibility, that's not the case with laptops, and knowing a bit about Dell's products, there’s little chance… But if one exists, it's there, in the BIOS.
