The fact that there is an indicator is not very important. But 100% usage makes me think that you have an obvious hardware problem. I think you have a processor unsuitable for its use. In the best case, you might have an issue called a bottleneck, meaning physical memory stronger than the CPU. Try to find out if you are not using RAM sticks with a frequency higher than indicated.
As for the rest, if it's not very old hardware, it could possibly be a software problem, but you will then need to revisit various background tasks. The task manager will show you the processes that are running. If you have errors indicated regarding device drivers, you can also try to save energy on what you are not using.

I had the same problem and I turned off my computer for 10 or 20 minutes, and after that everything calmed down; the CPU varied between 38 and 70%.
