Who is responsible

Hello,

I would like to know who is responsible when the internet connection is not working? Is it the access provider or the ADSL line provider?

Thank you for your response, but I wasn't clear enough. I don't think there is a source of malfunction in my computer because generally, I connect quite quickly, but there are periods when it's impossible, and that's why I'm wondering if it comes from the service provider or the telephone line manager?

I would lean towards the ISP.
One of my residences is located at the farthest point from the ADSL coverage. Sometimes I have to restart or refresh to open a page.
