[Alert Red 3] Internet Connection Issue

Hello,
I have a little problem because I bought Red Alert today, and I just installed it, but when I start the game, it says:
A problem occurred while connecting to the license server. Please check your internet connection and try again in a moment.

The only issue is that my connection is fine since I am on the internet right now, and the game won't start...
Please tell me what to do...
I have a computer with Windows XP, but the configuration is good, I checked everything...
However, I have an old modem connection, but technically that's not the problem...
Help please...

Click on start to open CMD as administrator

    and type:
    netsh
    interface
    tcp
    set global ecncapability=disabled
    exit
    exit

restart your PC and what does it give?

Good evening to you, first of all I would advise you to check your Windows firewall or other, to see if it is not causing you issues. For the test, you just need to disable your firewall, remember to reactivate it after your test... If the game works... don't look any further, you can set up "exceptions".

If everything works without your firewall and you don't know how to do it, I'm here to give you a hand...

Well, actually I just tried, and no, apparently that's not what's blocking it, I just disabled it, and it's not working...
