How to resize photo for heart cassolette

Hello,
I received a heart-shaped cassolette as a gift and I want to put photos in it, but I can't resize the photo correctly, what software should I use???
Configuration: Windows Vista / Firefox 3.0.17

    With these software programs, can we reduce the photo to 12 mm by 12 mm with good quality?

    Yes, no problem. I use Photoshop for my edits and I resize without losing quality.

    You can use Photoshop, Photofiltre, or Paint.
