How to enable access to Windows Script Host

Bonjour, I am a newbie in computing and I am trying to download Windows Installer Cleanup but each time a window informs me "access to Windows Script Host is disabled on this machine.
I followed the instructions in a response: Folder Options / File Types tab, I can see UBS in the list of files and I also find C:\WINDOWS\System32\Wscript.exe"%1"%*, using DDE is checked.
What should I do to enable Windows Script Host?
