Hello, I regularly come across this smiley >< or >.< in chats, forums, or community sites, but I never know what it means.

    Personally, I don't give the same meaning to this smiley.
    It does correspond to squinted eyes, but I would use it more in the sense of "I'm really stupid for having done that."

    For example:
    "I put my bag on the roof of my car, I forgot it when I started... >< "

    For squinted eyes when you smile, it's more ^^

    In both cases, it's related to the expressions of the eyes used to convey emotions in manga.
