same problem for me, I managed to turn on Bluetooth by going to the device manager (right-click on my computer) then right-clicking on the Bluetooth device and "enable"

I have exactly the same problem as you and I still don't have a solution!
I contacted HP support and they had me try a bunch of things, but I'm still at the same point.
So we're struggling together.......

I have an HP DV7-2260ef. Next to the clock, in the taskbar, there is an icon "HP Wireless Assistant". You click on it, and you will see this window (and press "turn on")

Otherwise, you can go through the Start menu / All Programs / Accessories / Windows Mobility Center / Integrated Wireless Devices, and choose "Bluetooth on" from the dropdown menu. The first time, it will search and update

Sorry for not providing a capture with the dropdown, I can't manage to do it (it's the first time I've taken screenshots, and I've just gotten this PC)
