Croit moi, j'ai tout essayé, j'ai passé une journée entière à essayer d'installer la bonne vertion de ImageMagick pour aller avec sip je me suis tué à la tâche pour rien, sa n'a jamais marché.
A l'heure actuelle, le dev de SIP cherche quelqu'un pour l'aider à porter son logiciel sur Windows, les quelques exe qu'il a fait ne fonctionnent pas (en tout cas pas chez moi)
Utilise plutôt http://sivp.sourceforge.net/
voila un lien direct pour le télécharger:

Si le lien est mort/ la vertion à évolué / il a un pb, tu peut toujorus le télécharger sur mon ftp:

I Have encoutered A LOT of problems during the instalation of the toolbox SIP for Scilab (The real problem came from the vertion of Imagemagick and especially the lack of CORE_RL_magick_.dll), and during an entire day I haven't been able to install it correctly. Nowaday (2009), the author of SIP is looking for someone to try and help him porting his toolbox on windows, and so I recomend yout to install an other toolbox that works perfectly the first time. (I am sorry for SIP's developper, but Really I haven't been able to install his toolbox)

Ca a marché pour moi, il faut installer ImageMagick juste avant ta toolbox. J'ai utilisé cet installeur que tu peux retrouver "ImageMagick-6.6.8-5-Q16-windows-dll.exe". Il permet de reconnaitre tout les formats qui existent dans la toolbox. c'est pour ça qu'il faut l'installer avant.
Pareil pour la toolbox en .exe "sip-0.4.0-bin-win32-sci4.0-beta.exe".
Parcontre c'est seulement sur scilab 4.1.2.
C'est un peut tard mais ça peut servir de solution pour les autres qui rencontrent ce problème.
