The + is automatically taken by your phone as the code 00, which corresponds to an international calling number, so (if you are abroad, for example, and you want to call France, you will dial: +33 (or 0033, it's the same); however, your international code seems strange because the code 79 or 791 does not correspond to any country; check this link, you have the complete listing of countries and their codes.
