Blue flashing lights

Hello, I have been living in Strasbourg for about 2 years and I have noticed a smaller flashing BLUE light above the usual traffic lights. Who and what do these lights serve? Thank you.

    We have the same in Paris, they detect a device located in the RATP buses, which flashes to indicate that a bus is approaching and gives it the green light until it has passed.
    All this is to have smoother and faster bus traffic.
