I found the trick:
Format, cell, number, custom choose the desired number of decimals.
After the format, type:
" m and then hold down the Alt key and type 251. A 2 in superscript appears. End with ". To get a three in superscript, change 251 to 252.
Yes, I'm quite proud of myself because I searched for a long time.
