Hello,
Tweak power has locked my computer which won't start anymore! (Black screen and non-functional reboot window)
How can I go back and remove Tweak power in Safe Mode for example?

Starting from the Windows 10, Windows 11 troubleshooting options (advanced startup)
Enforcing automatic repair
When Windows 10 fails to start correctly twice in a row, it enters repair mode.
This method allows access to advanced options.
So when starting Windows, turn off the PC.
Repeat the operation a second time.
Windows 10 will enter automatic repair.
(From the powered-off PC.
Turn on your computer and as soon as the startup begins, press and hold the power button (before the Windows logo appears…) until it completely shuts down*.
Then, restart Windows by performing (as described just above…*) a second forced shutdown, then usually on the third startup, it should boot into recovery options.).
Afterwards, check with a restore point.
Advanced startup options: troubleshooting
To launch the recovery options for Windows, choose Troubleshoot.
