Hello,
If we look at the IATA codes of airports, the package leaves from Shanghai, goes to Baku, CDG, Baku, Liège, truck to CDG and if GHA is also an airport, the next destination is Algeria.

Probably not, funny routing.
For the importance it might have, at the Baku stage, there is probably just a logistics handling to redirect to CDG via Liège for an obscure reason (CDG snow closure day?).
It is also likely that GHA does not describe a new routing to Algeria but rather a secure freight acceptance procedure; I don't understand it, see for example here on page 3.

This tells us, in French, that the package is at CDG where it is undergoing checks (identification, security, customs...).
