In the installation of Windows 11 using the Media Creation Tool, "Setup" is not recognized as an internal or external command, an executable program, or a batch file.
So the CCM procedure does not work.

I don't have the link to the article that you may wish to provide, I don't feel like looking for it.
For the setup command to have a chance of succeeding, it must be executed in the directory where the Windows installer setup.exe is located, for example, if it is a USB drive with the letter E:, at the command prompt I will type E: then the command setup.exe /product server
And of course, in the case of the Media Creation Tool (it's an ISO), the ISO must be mounted in Windows by clicking on it to access it, and it will then be assigned a virtual CD drive letter.

I am a bit biased, like the user who states that the procedure doesn't work without further ado; I could have searched, but it also seems to me that if someone describes such a link or procedure, the least one can do is to cite it so that everyone immediately knows what we are talking about.
That said, setup is of course not a DOS command, and in the link in question, which has clearly not been read carefully, it is specified that it is executed on the drive containing the installation files and how to access it.
An oversight by the speaker in this case, like many others, no reason to be disingenuous, there are far worse things...
