if the hard drive is indeed "dead", the PC cannot find anything to boot from, and that’s why it starts in the BIOS

if your PC is on W10, do this:

in search, type DXDIAG and click on Open

provide the information I highlighted in my screenshot

not knowing if your HDD is "dead", I can't give you advice on recovering your photos and other data

1) your computer is a laptop

2) you need another computer and a HDD docking station/an external enclosure for a 2.5 inch HDD to insert it

this kind of service costs an arm and a leg, and there is no guarantee you will recover all your data
