Another gamepad issue

Hello, I bought a Wii U today. The console seems to be working, but the gamepad wasn't working. I charged it, and the orange charging light came on. After a few hours, I tried to turn it on. When I pressed ON, a blue light turned on and then turned off a second later. Do you think it's a battery issue or is the gamepad dead?
